Sorry Jim but I think you will find you shopping list is a little optimistic. A 115hp outboard that meets your criteria is likely to significantly north of £1500. Good luck searching though. Best Wishes

Thanks Dave, this is probably a daft question, but why do you say get rid of it quick if the compression is low or not balanced? Obviously it's not a situation that will improve but other than being crappy on performance is there another reason such as safety etc?

You should be ok mate. A lot of Shetlands are kept in the water and they seem to be okay. I have taped over (insulation tape) the rod holders on mine and that has made a massive difference.
