The Sea Dog instrument panel

I have recently bought a Shetland Family 4 built in 1986. I am generally very happy with it considering its age. However, the electric connections between the Sea Dog instrument panel and the navigation lights does not work. I've checked the bulbs in the stern and bow lights and they are ok; I have not yet been able to access the port and starboard light fittings, they seem to be seized up and I don't want to force them. Anyway, the current is not getting to neither the stern and bow lights nor port and starboard lights. I thought that the fuse may have blown but I cannot see how to remover the fuse...pressing the square button does not release it; I've removed the panel and the back of it is so congested with wires and generally slightly rusty and dusty bits that I've left it untouched. Can you advise me as to the best course of action?

Honestly, it sounds like stripping the whole lot out and rewiring it entirely is the sensible thing to do. We have recently done the same and are much happier (and safer) for doing so.
