Black Hawk 19 - Year of manufacture + Other ???s

Hi All

I am new to the forum and also relatively new (had a Seapro 3.8m inflatable for a year = 3 trips on the water) to boating. I was wondering when my Black Hawk was built - the plate on the stern has the following info stamped on it: 19-418-LON00200 and 418 on a Shetland plate below the steering wheel. She has a Suzuki DT65 outboard Serial No. 012289 which I am led to believe is circa 1990, backed up by a Suzuki 4 HP which belonged to my late father-in-law and is spotless as he was an engineer.

If I can figure out how to upload a photo I will asap. I will probably be using her on the West Coast of Scotland, mainly in the sea lochs around Argyll & Bute where I have been shore fishing for the past few years. I will definitely not be venturing further afield until I gather more experience and hopefully take a few "beginers courses" on the art of sailing. The boat is fitted with a manually operated sea toilet and I was wondering what the rules were regarding discharging "waste" into to the waterways. I am assuming the outboards I have are A-OK as the meagre information I have found regarding "Skint Again" (my boats very apt name) suggests my 65 o/b is well within the recomended max which I believe is 115HP.

My next question is with regards to the electrics and lack of a bilge pump. The spot lights/interior lights work fine but I cannot seem to get the navigation lights to work. All the fuses seem to be OK so any help would be appreciated. Moving onto the bilge pump issue. There has been one fitted in the past as the hose and electrics are still in place but no pump. Am I correct in assuming it would need to be located in the well below the outboard, where the drain bung is located? Again, any help would be appreciated.
