daft question from a newbie

hi all
thanks to clyde outboard services getting my 42 yr old evenrude 18 horsepower going
im taking my 535 to loch earn for first time this Saturday ,now I thought the engine ,would pull up to a horizontal position for driving and launching. and lock into position
however mine pulls up but does not seem to be a lever or lock to lock into horizontal position for towing,
there are 4 lockable pin holes in the outboard bracket from dead vertical to about 4 inch off vertical
is this correct?
any advice appreciated as I thought it was law to only tow with outboard up?

use lorry straps. these are cheap and will keep then engine in the right position and glad you are happy!
