Does anyone know how much ballast should be in my Shetland 2+2 ?

That deoends on the engine on the back and the type of waters you are sailing in.

It has a ford inboard on the Norfolk Broads

Since you will be limited to a maximum of 6 MPH I don't think it will make a great deal of difference. Move the things that you have onboard around until the boat look right and that should be about right.
