This boat is listed as being in good order, I know I'm a complete novice but shouldn't it have some kind of steering device?

It certainly should !!!!!
Don't worry about throttle remote, gear cables etc as they would normally be sold with the outboard
You will need to budget up to £200 for a steering kit with steering wheel, based on new prices

is that a marine ply wooden floor!!! if so avoid as its not worth the hassle

Just got a complete new steering kit from Marinescene for £134 for engines up to 150hp. Includes steering wheel, bezel kit and cable.

Don't worry I wasn't going to buy it, I just thought it was laughable that the advert had no mention of the steering deficiencies.
