shetland 640

Hi all
my name is paddywak i am a new member with my first shetland 640 can any one help me i have just scrapped the hull and found a rubber bung about midships port side of the centre is this a drain for under the cabin as the bilge in the cockpit had water i empted the bilge and it filled up again then I find a hole going into the cabin?,
